General Andrew Gutti, Force Commander, African Union Mission in Somalia (AMISOM)Secretariat, Intergovernmental Authority on Development (IGAD) Subject: An Open letter on the Formation of Jubaland State We, on behalf of the Jubaland communities in Minnesota, United States forward this Open Letter on the formation of the Jubaland State, to the parties mentioned above.As peoples, Somalis everywhere and particularly those in Somalia have experienced an incomprehensible suffering for over two decades of civil wars. And nowhere in Somalia have people suffered so much and gained so little attention, than the native populations in the Juba region, and particularly at the nation’s third largest city of Kismayo and its environs. From the most recent terrorist Al-Shabab group to clan militia thugs of 1990’s, the people of Kismayo and its area have being fought “over” as President Hassan has recently noted in his November 18th, 2012 press conference in Mogadishu.Many of our people have paid the ultimate price yet our people have survived decades of vagary. Today, like most Somalis everywhere, we say ENOUGH!And like all Somalis everywhere, we feel a new dawn is at hand. Now that the transition is over and our new Federal government is in place, we hope to gain back what we can and rebuild what we must. We want to start this work through the only sustainable means we know; a peaceful and legal process.Therefore, envisioning a united Somali, we the undersigned, as indigenous peoples of Jubaland region deeming it necessary to stand up for our rights and the rights of our people and in order to voice our concerns and that of our people; submit the following to our Federal government first and secondly, to those representing entities of the international community in and outside our county, who are concerned about the rights of every human being, anywhere in the world:1. We expect the government of the Federal Republic of Somalia to respect the provisional Federal Republic Constitution as adapted on August 1st, 2012 and consistent with all powers granted under this constitution, the Federal Republic of Somalia should fully support autonomous states whenever they materialize in our country. 2. We expect members of the provisional parliament of the Federal Republic of Somalia to uphold the rule of law under the constitution and to agitate the rights of every Somali citizen anywhere and everywhere. 3. We petition to all parties involved in the current “Jubland State” debate to recognize and respect the role of the government of Federal Republic of Somalia consistent with the current Federal Constitution as adapted on August 1st, 2012. 4. We acknowledge and thank the Somali military, UNISOM forces and indigenous militias for liberating the people of Somalia, particularly those in Juba regions from the threat of terrorism and lawlessness. The indigenous peoples in these regions must now be helped to resolve their social and political difficulties peacefully and orderly. 5. We ask that all current and future meeting(s) concerning “Jubaland State” issues to be held inside the country, and particularly in Kismayo and must involve all WAMO indigenous peoples. 6. We envision the formation of a “Jubaland State” which is based on a fair and equal distribution of powers and a state that recognizes individual’s natural right to life, liberty, and the pursuit of happiness. 7. We support a “Jubaland State” that is part of the Federal Republic of Somalia and which protects and respects its sovereignty, the sovereignty of other governments, and rights of every citizen as required by law. 8. We urge the Federal Somali government in consultation with the United Nations and all other concerned parties to facilitate the orderly and peaceful return of all Somali refugees now stranded refugee camps in Kenya and Ethiopia for over two decades.We sign this petition believing that the only means to a sustainable peace and economic sustenance for all communities is for each of us to work towards fair justice for all and the only means to a fair justice is through a peaceful and legal process.Thank you.
